February 14 marked the 50th Anniversary of the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean – also known as the Treaty of Tlatelolco.

As we move beyond our own 20th anniversary, I call upon those represented here to renew your commitment to the entry into force and universality of the CTBT, as well as to the build-up of its verification regime. This is the time to demonstrate the same resolve that has turned the Treaty of Tlatelolco into a model of accomplishment and progress through successful multilateralism.

There cannot be more nuclear tests. Unilateral moratoria are palliatives, the CTBT should become international law as soon as possible.

The CTBT is [the] only deterrent to resumed [nuclear] testing, and we have reason to believe that it is a real deterrent. So CTBT could play a unique role in deterring this dangerous new step in nuclear armament.
