Washington D.C. Event Highlights International Cooperation in Nuclear Test Monitoring Science

An unprecedented display of nuclear test monitoring equipment and technology was open to public viewing at an event on Capitol Hill in Washington D.C. on 30 November.

Nearly sixty years ago, scientific experts from eight countries, including the United States and the Soviet Union, met in Geneva to work out technical aspects of a “control system” to monitor a complete prohibition on atmospheric, underwater and underground nuclear test explosions. … The United States not only played a significant role in the negotiation of the CTBT, but also contributed, and continues to contribute, substantially to the development of the technologies associated with the Treaty’s verification regime.
The event, “Nuclear Explosion Monitoring: 60 Years of Science and Innovation,” featured hands-on demonstrations of monitoring and verification technology from the U.S. national labs and the CTBTO. Speakers included Secretary of Energy Ernest Moniz; Senators Tom Udall (D-N.M.) and Ed Markey (D-Mass), Rep. Jeff Fortenberry (R-Neb.), and Thomas Countryman, Acting Under-Secretary of State for Arms Control and International Security.
The impressive progress since the Senate last considered the CTBT makes clear that it is time to re-examine the question of ratification. United States ratification alone cannot bring CTBT into force, but it will provide a strengthened platform to move forward major national and international security interests.
In the last 20 years, technological advances have included huge leaps in 3D modelling, seismic event detection, and radionuclide collection and analysis. These technologies have made it virtually impossible to conduct a clandestine nuclear explosive test without detection.
A panel discussion with representatives from several U.S. labs, the CTBTO, and Civil Society, focused on test monitoring and verification technology and highlighted the close and productive international cooperation in this field.
The event was supported by the American Association for the Advancement of Science (AAAS).
In nuclear test monitoring, we’ve progressed from BC: Basic Capabilities to the AD era: Advanced Detection, and the global monitoring network and its advanced technologies are vital to our security. These technologies have been proven repeatedly, and we can be confident in our ability to reliably and transparently detect violations of the Comprehensive Test Ban Treaty.
While in Washington, Zerbo also gave a speech at the Elliot School of International Affairs at George Washington University (GWU) as part of their “Nuclear Policy Talks” series, and met with representatives of various branches of the U.S. government, as well as with civil society representatives.
