Deepti Choubey, Knowledge Management and Human Resources Services

Deepti Choubey is part of the executive team of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) where she serves as the Director of Knowledge Management and HR since April 2021. Her wealth of experience in advancing global security agendas addressing nuclear and chemical weapons threats includes working with the highest levels of government, achieving transformative change within international organizations, conducting original policy research, and offering media commentary. Choubey is a widely quoted and published expert and speaker on the nuclear test ban, nuclear materials security, non-proliferation, disarmament, and multilateral regimes.

Previously, Choubey served as the Head of Public Affairs and Spokesperson for the Organization for the Prohibition of Chemical Weapons (OPCW) from 2016 to 2021. From October 2014 to 2016, she was a Senior Fellow at Johns Hopkins University’s Foreign Policy Institute where she worked on clarifying the link between nuclear security and disarmament. Throughout 2015, she was concurrently a Senior Policy Consultant in the CTBTO’s Office of the Executive Secretary. From 2010 to 2014, Ms. Choubey was the Nuclear Threat Initiative’s (NTI) Senior Director for Nuclear and Bio-Security and co-led the inaugural NTI Nuclear Materials Security Index and the Global Dialogue on Nuclear Security Priorities supporting the Nuclear Security Summits process. Choubey was Deputy Director of the Nuclear Policy Program at the Carnegie Endowment for International Peace from 2006 to 2010 and was the Director of the Peace and Security Initiative for the Ploughshares Fund from 2004 to 2006. Earlier, she had a private sector career advising companies on market-leading strategies.

She has a long-standing commitment to diversity, equity and inclusion and served twice as the chair for The Hague organizations’ diversity and Inclusion event. Choubey is also a former executive board member for Women in International Security (WIIS) and for the Harvard Women's Leadership Project Alumni Network.

Choubey was a term member of the Council on Foreign Relations from 2009 to 2014 and served on its Term Member Advisory Committee. Choubey’s Masters of International Affairs in international security policy is from Columbia University and her undergraduate degree in government is from Harvard University.
